Neptune is the planet of dissolving boundaries: it governs spirituality, imagination, and art, but also illusion and deception, because it dissolves the clear line between what's real and what's wished for. Its energy is subtle, hard to pin down, almost like fog.
Because of its extremely slow cycle, it marks entire generations (everyone born within a fourteen-year span shares a Neptune sign), and its more personal influence is read mainly through the house it falls in and the aspects it forms with the personal planets.
In its highest expression, Neptune is the doorway to the transcendent: compassion, faith, inspired art. In its more confused expression, it can show up as escapism, excessive idealization, or trouble telling what's real from what one wishes were real.
